PACIFIC AGREEMENT ON CLOSER ECONOMIC RELATIONS PLUS​​

On 14 June 2017 in Nuku'alofa, Tonga, Assistant Minister for Trade, Tourism and Investment Keith Pitt signed the Pacific Agreement on Closer Economic Relations (PACER) Plus.

The agreement was also signed by:

  • Kiribati
  • Nauru
  • New Zealand
  • Niue
  • Samoa
  • Solomon Islands
  • Tonga
  • Tuvalu.

Vanuatu signed the Agreement in Apia, Samoa on 7 September 2017.

The implementing legislation received the Royal Assent on 25 September 2018.

Entry into force

PACER Plus entered into force on 13 December 2020 for

  • Australia
  • Cook Islands
  • Kiribati
  • New Zealand
  • Niue
  • Samoa
  • Solomon Islands
  • Tonga.

PACER Plus entered into force for Tuvalu on 3 April 2022.

PACER Plus entered into force for Vanuatu on 11 October 2022.

For Nauru,​ PACER Plus will enter into force sixty days after notifying the depository that they have completed their internal requirements.

Under Subsection 153ZKL(6) of the Customs Act 1901, the Minister must announce by notifiable instrument the day the PACER Plus enters into force for a party other than Australia. The Australian Border Force will also publish an Australian Customs Notice in advance. ​
