Purpose
The purpose of this document is to provide examples of inbound and outbound EDI messages. Example test scripts are provided to test messages associated with the typical exports cargo flow including CONTRL and Response messages.
Definition of Key Fields
1.0 Interchange Reference Number
The Interchange Reference Number (ICR) is a unique identifier for each interchange sent to the ICS from an EDI Site. If an EDI interchange is sent to the ICS using an ICR that has already been used on a previous interchange, the CCF will reject the subsequent interchange(s) (the CONTRL message will show an Interchange Syntax Error Code of “26”).
To minimise the potential for duplicate ICRs, a suggested format that may be be used is: CCYYMMDDnnnn, where nnnn is a sequential number from 0001. The sequential number in the sample EDI scripts included should be retained for each message.
The ICR is reported in both the UNB and UNZ segments of the interchange: eg,
UNB+UNOC:3+AAA676Y::AAA676Y+AAA336C+040127:0730+
200401270001 ++++1++1'
.
.
UNZ+1+
200401270001 '
The test routines should be performed in the order that they occur within this document as some tests rely on Customs Authority Numbers (CAN's) obtained from previous tests.
1.1 Senders Reference
The Senders Reference is a unique business identifier for each document sent to the ICS by a user. It must be unique for each client (ie, ABN/CCID level) and document type. Duplicate Senders References for the same message type for the same client will result in the ICS rejecting the subsequent message(s). For this series of tests the Senders Reference used is the same as the ICR.
The Senders Reference may be anything an organisation uses to identify its transactions such as file numbers, bundle numbers etc.
The Senders Reference is reported in the BGM segment of each message: eg:
BGM+830:::EXD+
200401270001 :1+9'
Ensuring that the Senders Reference is the same as the ICR creates a means for comparing the inbound messages with CONTRL messages and ICS response messages.
1.2 Dates of Export, Departure, etc.
The ICS contains a number of business rules which relate to dates reported in ICS messages to the date of lodgment of a given message. For example, in order for an original EXD to be accepted by the ICS, the “Intended Date of Export” may not be earlier than the date of lodgment nor more than six months in the future.
The dates that need to be considered for EDI messages in the EDI test, and the recommended values, are shown in
Appendix A .
1.3 Interchange Action Code
The Interchange Action Code identifies the status of the inbound interchange after is has been processed by the CCF. It is located in the UCI and the UCM segments of the CONTRL message, and will indicate whether the interchange has been accepted (Interchange Action Code “7”) or rejected (Interchange Action Code “4”) by the CCF. For example:
UNB+UNOC:3+AAA336C::AAA336C+AAA676Y+040323:1359+00000000009070++++++1'
UNH+000001+CONTRL:D:3:UN'

7 '
UCM+1+CUSCAR:D:99B:UN+
7 '
UNT+4+000001'
UNZ+1+00000000009070'
1.4 ICS Response Message Status
Each ICS response message (eg, EXDR) contains the status of the document in the ICS, such as CLEAR, ERROR and REJECTED. All statuses other than REJECTED indicate that the message has passed ICS validation and have been versioned by the ICS and will be visible via Customs Interactive (CI).
Messages that have generated a status response of REJECTED have not passed ICS validation and have not been versioned by the ICS. They will not be visible via CI.
Movement notices (ie, Warehouse, Depot and CTO notices) also contain a movement status. This movement status, however, need not be considered for the purpose of these tests and only the status of the document should be referred to.
The status will also include a status description, which elaborates upon the status in the response message. Both the status and the status description are stored within an FTX segment (qualifier AHN) in the response message. For example:
FTX+AHN+++
REJECTED :THE TRANSACTION HAS BEEN REJECTED DUE TO ERRORS. PLEASE CORRECT AND RE-SEND THE MESSAGE.'
or
FTX+AHN+++
CLEAR :THE GOODS COVERED BY THE DOCUMENT ARE AUTHORISED FOR EXPORT AND MAY BE DEALT WITH.'
1.5 ICS Errors and descriptions
When an ICS response message (eg, EXDR) does not have the status of CLEAR, it will contain errors. These errors may either result in the rejection of the inbound message, or be warnings that identify that a business condition has not been met but the message has still been accepted by the ICS.
The location of an error (ie, the message header or a given line) is reported in the ERP segment; the error code is reported in the ERC segment; and the error description is reported in an FTX segment (qualifier AAO). For example:
ERP+::0000'
ERC+XN0020::95'
FTX+AAO+++REPORTING PARTY Reporting Party Id ABN=66015286036 IS NOT LINKED WITH REPORTED WAREHOUSE ESTABLISHMENT Establishment ID=9034P.'
1.6 Customs Authority Numbers
Some ICS messages generate Customs Authority Numbers (CANs). These are numbers that represent the authority to deal with goods within the ICS.
There are a number of different types of CANs, such as:
- Export Declaration Numbers (EDNs),
- Consolidation Reference Numbers (CRNs) and,
- Main Manifest Numbers (MMNs).
In some tests, the CANs generated by the inbound message will need to be used in other tests, as these tests require a CAN in order to be performed. For example, a Warehouse Release Notice (WARREL) requires that an EDN be reported.
The CAN generated by an inbound message will be reported in an RFF segment in the response message, for example:
RFF+ED:
AAAAAAMLN ' - (EDN)
RFF+AIZ:
AAAAAAMWM ' - (CRN)
RFF+AFB:
AAAAAANES ' - (MMN)
1.7 Establishment Codes
Some ICS messages use Establishment Codes to identify the origin and destination of goods moving between establishments. When running these tests developers will have to insert current valid establishment codes issued by Customs during the registration phase or on request. The requirement to do this will be marked in the test routines in the following manner: -
-
INSERT WAREHOUSE ESTABLISHMENT ID HERE
-
INSERT DEPOT ESTABLISHMENT ID HERE
-
INSERT CTO ESTABLISHMENT ID HERE
Care should be taken to use specific establishment ID's in the correct business context eg, When sending a DEPREL message make sure that the same establishment ID is used as the one transmitted in the preceding DEPREC. The export chain in this case reflects the receipt of goods into a depot and then the release of the same goods from the same depot to another establishment.
1.8 EDI Sites
Users will have to install their own EDI site details as appropriate within the UNB segment of the interchange
1.9 ABN / CCID Usage
The tests make use of an ABN or CCID in a number of segments, the requirement to do this will be marked as follows:
-
Insert ABN / CCID HERE
2.1 EXD – Underbond – Error : Test #1
2.1.1 Necessary Changes
