General Rules
- CARST messages will only be sent for EDI transactions.
- For Department of Home Affairs purposes the consignment referred to will be identified by the Cargo Identifier as specified in the appropriate cargo report.
- If messages relating to the same AIRCR, SEACR or CARLST arrive out of sequence (Message date/time), the message with the earlier Transaction Date and Time in the DTM segment should be rejected.
- On occasions, CARST messages mayl be re-transmitted. Re-transmissions will be issued with a new message date/time stamp in the UNB segment.
Processing Rules
- CARST messages will return status information at consignment level, for a single consignment.
- CARST messages will be sent for Cargo Reports (AIRCR and SEACR) and the Cargo List Report (CARLST).
- A CARST message will be sent for both Air and Sea Cargo when the following conditions have been met.
- A previous status message has not been sent.
- The screening period for the cargo report has expired.
- There is an Impending Arrival Report received for the cargo and the flight/vessel has departed from its last overseas departure port.
- A CARST message will also be sent in the following situations.
- When a previous status message has been sent and the new Cargo Status is different from the last Cargo Status.
- Supplementary information in the updated status has changed from the last CARST sent.
- The Cargo Status is set to Withdrawn.
- The Cargo Report has deficient Consignee Name and/or Address information.
- Supplementary Information may be included in the CARST which will provide clear instructions or details relating to the hold or release of the cargo.
- When cargo is reported as Transhipment cargo a Transhipment Number (Customs Authority Number) will be generated. Within the CARST, the Consolidated Cargo Status will be "TRANSHIP" and the Transhipment Number will be contained within the Supplementary Information.
- The following detail will be conditionally included in the CARST message.
- Number of Packages - will be included if reported in the Cargo Report
- Package Type - will be included if reported in the Cargo Report
- Marks and Numbers - will be included for Break Bulk cargo only
Status Structure
The import cargo status comprises four principal components which are:
- Consolidated Cargo Status
- Status Elements
- Status Conditions
- Supplementary Information
The Consolidated Cargo Status is a single value which specifies the status of a consignment. It indicates whether the cargo is cleared for home consumption, can be moved under Customs control or is to be held.
In order for a consignment to be able to be cleared for release into home consumption four Status Elements must be achieved. The four Status Elements are:
- Cargo Report ACS Evaluated
- Cargo Report AQIS Evaluated
- Import Declaration ACS Evaluated
- Import Declaration AQIS Evaluated
The Status Elements are achieved by satisfying a specific set of Status Conditions for each Status Element. Each Status Element has a value of YES or NO.
Each Status Condition has a value of YES, NO or N/A.
Supplementary Information may also be supplied to further explain a given status.
A detailed listing of each of the status components is shown below.

TRANSIT | Cargo is transit cargo. This value will only be viewable from an interactive function. |
TRANSHPHRM | Transhipment Cargo is Clear but is identified as High Risk Movement. |
HELD | Cargo is held under Customs control. |
ACSSEIZED | Cargo is seized by the Department of Home Affairs. |
AQISSEIZED | Cargo is seized by the Department of Home Affairs. |
WITHDRAWN | Cargo Report had been withdrawn. |

LCL Underbond Satisfied | LCL Cargo must be moved by Underbond to be unpacked. An Approved Underbond request must exist. |
Lowest Level Bill | There must be no lower level Bill reported for the cargo. |
Quoted Master / Ocean Bill Exists | Ocean or Bill has been reported. |
Parent Bill AQIS Cleared | Parent Bill quoted on the Cargo Report clear of any Department of Agriculture impediments. |
Related FCX Lines AQIS Cleared | All FCX consignments within the container must be clear in their own right to be CLEAR. |
Release Premise in Destination Port | Indicates whether the goods are in the port of destination. |
