Illicit Tobacco National Disruption Group
Established in October 2025, the Illicit Tobacco National Disruption Group (ITNDG), led by the ABF, is a first-of-its-kind approach in disrupting mid-level criminals and enablers in the illicit tobacco market.
The ITNDG brings together traditional and non-traditional agencies in a whole-of-government capability to disrupt the illicit tobacco business model. The ITNDG focuses on mid-level criminals and enablers which includes small business, intermediaries and sole traders who import, distribute or sell illegal tobacco to the Australian community. It aims to break the illicit tobacco business model and expose perceived criminal safe zones, creating a hostile environment for illicit tobacco networks.

The work of the ITNDG will complement the Illicit Tobacco Taskforce, which will continue targeting serious and organised criminal networks in the illicit tobacco market.
