Vaping goods
Vaping goods include:
- devices
- vaping accessories
- vaping substances
- all liquid nicotine, whether or not the liquid nicotine is intended for vaping.
Heat-not-burn tobacco products, such as heatsticks or IQOS devices, are also controlled under Regulation 5A of the Customs (Prohibited Imports) Regulations 1956.
Regulation 5A of the Customs (Prohibited Imports) Regulations 1956 prohibits the import of vaping goods and heat-not-burn tobacco products unless you have prior permission.

Nicotine pouches
Nicotine is controlled under the Therapeutic Goods Act 1989. This includes nicotine pouches.
From 24 July 2026, nicotine pouches cannot lawfully be imported into or supplied in Australia unless they are :
Travellers cannot bring nicotine pouches into Australia.
