  1. IDL messages are generated when –
    1. A CAN (EDN) or a CRN has not been reported as exported within a specified number of days of the reported proposed date of export / departure.
  2. A single IDL will report up to 99 CRN's or EDNs.
  3. All IDL messages will be generated during an overnight process for a particular day.
  4. A CAN will not be repeated on subsequent IDL messages ie. a CAN that has already been included on a previous IDL message will not be included in any future IDL messages. This does not apply to re-transmitted messages
  5. Multiple IDL messages will be transmitted when more than 99 EDNs or CRN's become IDL on a single day.
  6. If messages relating to the same response are received out of sequence by the user (Message date/time stamp in the UNB segment), the message with the earlier date/time stamp should be rejected.
    1. If two messages have the same date/time stamp then the message arriving later should replace the earlier one.
