Data Dependencies

  1. Export Main Manifest messages (EMM) must be electronically reported.
  2. An EMM may report a maximum of 9999 lines per transaction.
  3. An EMM must be reported by the responsible carrier for Vessel or Aircraft carrying International Cargo or their agent.
  4. EDI generated EMM messages must quote a unique Sender Reference. The ICS will use this number and the associated version number to ensure duplicate messages are not processed.
  5. The version number for an Original (9) message must be set at 1 or greater.
  6. An EMM may be:
    1. Changed
    2. Replaced
    3. Replace heading section only
    4. Withdrawn
  7. The "Country of Destination" in Segment Grp 4 (LOC) applies to the final destination country of the voyage. e.g... For vessels on a Direct Route . The final destination will be where the voyage, that is being manifested, terminates. For example, the route goes from Sydney to Singapore then London and returns to Sydney the same way. The manifest will state that the UK is the final country of destination, although the lines may include cargo being discharged in Singapore.

    For vessels on a Circular Route .For those routes that don't have an easily identifiable endpoint, the country of final destination is the port where the last Australian export consignment is discharged.

  8. An EMM message must contain a “Date of departure” at data element 2380 within the DTM Segment at position 0190.
  9. All dates/times quoted are to be given in the local date/time in the port or airport where the reported vessel or aircraft is departing from.
  10. An EMM change message (message function code 4) may only be transacted by the party who created the original message, or who is acting on their behalf.
  11. Receipt of an EMM will generate a CONTRL response message, notifying CCF acceptance or rejection.
  12. On completion of ICS processing the Department will return a EMMR message to indicate ICS acceptance and associated status, rejection or error conditions.
    1. The Department may send additional EMMR messages to report a change in status.
  13. ​ EMM messages which have been accepted by the ICS will generate an​ EMMR with the following status information:
    1. Status type;
    2. Status description, and
    3. Status code.
  14. The Department will reject any EMM message that has any invalid or missing data. Where a rejection occurs the message sender will be advised with a list of errors causing the rejection, as part of the response EMMR message.
  15. On rejection of an Original EMM message the Department will not return an Main Manifest Number.
    1. The Department will return a list of errors causing the rejection.
  16. When a rejection of an Original/Lodge EMM message occurs, the client must send another Original/Lodge EMM message with the errors corrected.
  17. Transaction of Change, Replacement, or Replace Heading Section only or Withdrawal EMM messages are restricted to the party who transacted the original message or the agent representing them.
  18. An EMM message cannot be withdrawn:
    1. If it is linked to a departure report.
    2. If there are any lines attached to the Main Manifest ie all the lines on the Main Manifest have to be deleted (through a Change or Replace EMM) before a Withdraw EMM can be sent.
  19. Replacement EMM messages require full data replacement, but with the message function code set to 5 (Replace).
  20. EMM messages with “replacement to the heading section” require reporting of all data contained in the header section.
  21. The message function code in a “heading section replace” must be set to 20.
  22. Each Change, Replacement, Replace Heading Section only or Withdrawal EMM message will be considered to be a new version of the message. For each version of a message the version number must be unique and increment upwards, to facilitate ICS processing.
  23. Up to 998 Change, Replacement, or Replace Heading Section only EMM messages can be submitted.
  24. Change, Replacement, or “Replace Heading Section only” or withdrawal EMM messages for which no original exist will be rejected by the ICS.
  25. When a Change, Replacement, or “Replace Heading Section only” or withdrawal is received, the ICS will compare the Sender Reference and Sender Reference version number with the most recent version of the report which is stored in the ICS. Where the Sender Reference version number is not greater than the existing report the ICS will reject the change and send a CUSRES notifying of the rejection, and the latest Sender Reference version number stored by the ICS.
  26. An EMM message cannot be Changed, Replaced, have the heading section replaced or be withdrawn if it has already been withdrawn.
  27. The ICS will always accept and process Change, Replacement, Replacement of the Heading section or withdrawal messages where the Sender Reference version number is greater than the existing stored report, unless to do so would contravene another business rule.
  28. Before the EMM message is processed at the application level:
    1. All leading and trailing blanks will be stripped;
    2. Multiple spaces will be compressed.
  29. All country references are to be stated as a valid two (2) character UN Country Code.
  30. For an Original or Replacement message with 1 or more lines the line action code must be 'I' used.
  31. Line information is not required for “Header Only Change” and “Withdrawal” messages.
  32. Where line information is supplied for a “Header Only Change” transaction, the transaction will be rejected.
  33. To change an EMM the following data items are required:
    1. Full header details;
    2. The line number of any line/s to be inserted, changed or deleted;
    3. A line action code for each line/s to be inserted, changed or deleted;
    4. Full line details for each line/s to be inserted or changed. Line details are optional for Line action code of delete.
  34. Any attempt to insert a line that already exists, or to change or delete a line that does not exist will result in rejection of the change message.
  35. When the ICS is unavailable a contingency exemption code will be required. A client wishing to export goods cannot submit an Export Declaration (EXD). Instead, they must obtain a contingency CAN from Customs.
  36. Once the system has been recovered the contingency exemption code and contingency CAN will be quoted on a Export Main Manifest (EMM)
  37. The format for the Contingency CAN is an14, this will be the only validation for the Contingency CAN.
